    INVITATION FOR PREQUALIFICATION AND TENDER

    The Olusegun Agagu University of Science and Technology in compliance with the requirements of ondo state Public Procurement Act 2017, hereby invites interested, competent and reliable Supplier, Contractors/Firms with proven experience and good track record of performance to submit bids for the project named below:

    2.0.   SCOPE OF WORKS

    LOT 1: CONSTRUCTION OF LINE DRAINS, LANDSCAPING, KERBS AND LAYING OF PAVING STONES.
    LOT 2: CONNECTION TO SCHOOL OF AGRICULTURAL AND NATURAL RESOURCES BUILDING TO THE UNIVERSITY GENERATOR PLANT.

    3 .0    ELIGIBILITY REQUIREMENTS

    The University will carry out Pre-qualification of Companies that respond to this advert based on the following requirements:

    1. Evidence of Certificate of Incorporation issued by the Corporate Affairs Commission (CAC) including forms CAC 2 and CAC 7.
    2. Evidence of Company’s Current Tax Clearance Certificate for the three (3) years (2021,2022,2023) & valid till 31st December, 2024.
    3. Evidence of current Pension Compliance Certificate valid till 31st December, 2024.
    4. Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2024.
    5. Evidence of current Nigeria Social Insurance Training Fund (NSITF) Compliance Certificate valid till 31st December, 2024.
    6. Evidence of Registration on National Database of State Contractors, Consultants, and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2024 or valid certificate issued by ODBPP.
    7. Evidence of Registration with the University (OAUSTEC)
    8. Company`s Audited Accounts for the last three (3) years (2021,2022,2023).
    9. Evidence of Financial Capability to execute the project by submission of Reference Letter from a reputable Commercial Bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed.
    10. Company Profile with curriculum of key staff to be deployed for the project including copies of their Academic/Professional qualifications.
    11. Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Awards, Valuation Certificates, Job Completion Certificates and Photographs of the projects.
    12. For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided; (CAC, Tax Clearance Certificate, Pension Compliance Certificate, ITF Compliance Certificate, NSITF Compliance Certificate, IRR & Sworn Affidavit are compulsory for each JV partner).
    13. A sworn affidavit disclosing whether or not any officer of the relevant committees of Ondo State University Science and Technology or Bureau of Public Procurement is a Former or present Director, shareholder or has any pecuniary interest in the bidder and confirm that all information presented in its bid are true and correct in all materials particular.
    14. All documents for submission must be transmitted with a Covering/Forwarding Letter under the Company/Firm`s Letterhead paper bearing amongst others, the Registration Number (RC), as issued by the Corporate Affairs Commission (CAC), Contact address. The Company`s Letterhead Paper must bear the Names, Phone Numbers and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the firm.

    4.0   COLLECTION OF TENDER DOCUMENTS:

    Interested Companies are to collect the Tender Documents from the Office of the Head of Procurement, Olusegun Agagu University Science and Technology upon presentation of evidence of payment of a Non-refundable fee of N50,000.00 per Lot, paid into the Olusegun Agagu University Science and Technology account in any reputable commercial Bank in Nigeria.

    5.0   SUBMISSION OF TENDER DOCUMENTS

    Prospective bidders are to submit bid for each of the lot desired, two (2) hard copies each of the technical and financial bids, packaged separately in sealed envelopes and clearly marked as “Technical bid” or Financial bid”.  The title of the project should be written at the top–left corner of the envelope and should not bear the name of the tendering contractor. The completed and sealed tender documents should be deposited in the Tenders Box in the office of the Vice-Chancellor Olusegun Agagu University Science and Technology not later than 12:00 noon, Monday, 13th May, 2024. Thereafter, the two envelopes should be enclosed in a large envelope labeled and addressed to:

    The Vice-Chancellor,

    Olusegun Agagu University of Science and Technology,

    Okitipupa.

    6.0    OPENING OF TECHNICAL BIDS

    The submitted Technical Bids shall be opened at 12:00 noon on Monday, 13th May, 2024 in the Vice-Chancellor conference room of Olusegun Agagu University of Science and Technology, Okitipupa, in the presence of all the bidders or their representatives. Please ensure that you sign the bids submission register as the University will not be held for wrongly submitted bids.

    7.0    TENDER PROCEDURE

    Financial Bid (Tender) Documents are to be collected from the office of the Procurement in the University upon presentation of original receipt from the Bursary Department for payment of non-refundable Tender processing fee indicated above. Completed Financial Bids should be returned in sealed separate envelopes with Name/Title of the Project and Lot Number clearly marked and addressed to: The Vice- Chancellor Olusegun Agagu University Science and Technology to reach him on or before 12:00 noon Monday, 13th May, 2024.

    8.0    OPENING OF TENDER

    Tenders shall be opened at 12:00 noon on Monday, 13th May, 2024 in the Vice-Chancellor conference room, Senate Building of the University.

    7.0    GENERAL INFORMATION

    1. Bids must be in English Language and signed by an official authorized by the bidder;
    2. Bids submitted after the deadline for submission would be returned un-opened;
    3. All costs will be borne by the bidders;
    4. Only pre-qualified bidders will be invited at a later date for financial bids opening, while financial bids of unsuccessful bidders will be returned un-opened;
    5. Olusegun Agagu University of Science and Technology is not bound to pre-qualify any bidder and reserves the right to annul the Procurement process at any time without incurring any liabilities in accordance with Section 28 of the Ondo State Public Procurement Act, (PPA) 2017.
